I think paying a Fate Point per use actually has a mechanical background, as I'm fairly certain if you're using an Item of Power that is not yours, somebody has to pay a cost for each use or scene it's in in addition to anything else with that Item - which makes sense as Roberto is probably not a formal wielder of the nail at that time, and if Zelda isn't actually at the table it'd be silly to have her pay out fate points for Roberto to use it.
